Research direction

Start by reading the issue's existing proxy_bind handling and how NGINX represents interface names such as "ppp0". Compare the requested behavior with CURLOPT_INTERFACE, then determine the relevant test or reproduction path for binding through a proxy. Done means interface-name binding is supported or its limitation is clearly documented with verified behavior.
