Question：access_by_lua is skipped when return directly?

Description
My nginx config like this:
server {
...
access_by_lua_file 'lua/test_access.lua';
location /a/
{
proxy_pass..
}
location /b/{
default_type text/plain;
return 200 "you visit b";
}
}
When I visit "/a/"， test_access.lua works while "/b/"， it does not.
It means that the access phase is skipped when 'return' is used?
