Description

Maybe like this:

local hdl, err = ngx.timer.every(delay, callback, user_arg1, user_arg2, ...)
if not hdl then
   error(err)
end

-- cancel
local ok, err = ngx.timer.cancel(hdl)
...

Research direction

Start by reading the existing ngx.timer.every API and its timer lifecycle. Define how the returned handle and ngx.timer.cancel should behave, including success and error cases, then add coverage for creating and cancelling a repeating timer.
