Description
Describe the bug
Setting chatlogging 0 in server.cfg does not disable death logging (in SA-MP it does)
Expected behavior
In SA-MP, setting this server.cfg option disables the death logging as well. It doesn't make sense that the option 'chatlogging' disables death logging but it does. Ideally, open-mp should add a 'deathlogging' server.cfg setting to control this.

Research direction
Start by locating the server.cfg handling for the chatlogging option and the code that emits death logs. Reproduce the behavior described against the stated SA-MP expectation, then verify that death logging has independent control while chat logging retains its existing behavior.
