Here a concrete suggestion that solves problem openml/OpenML#2 mentioned here https://github.com/openml/OpenML/issues/433#issuecomment-313491426
Hmm, maybe we could add a tag listing
/tag/list/type/data -> return all dataset tags, maybe with a count of how many datasets are tagged with each tag.
Could also be /data/list/tags, but that seems less consistent.
