List runs, offset not working

Description
Listing the runs and using the offset filter only does not seem to work for me. As an example:
https://www.openml.org/api/v1/run/list/task/200/offset/100/
However when using the offset and the limit filter combined, it works.
https://www.openml.org/api/v1/run/list/task/200/offset/100/limit/5
