Manually removing a run does not remove relation with study

Description
If you manually remove a run from OpenML without removing the study_id tag first, the run is still associated with the study. I.e. the study page indicates that a run was performed, even though the run does not exist anymore. See e.g. https://www.openml.org/s/98/runs.
