If run/task is tagged, also the underlying data etc. should be tagged automatically

Also if a run is tagged, then the underlying task, data and flow should be tagged by the same tag.
Is this something the server should do automatically, or do the clinets have to take care of this (See also https://github.com/openml/openml-r/issues/405).
