Tasks should be able to ignore attributes

Description
There are some datasets with multiple target variables (e.g. dataset 43338). One can create different tasks for all of the target variables.
However currently this is not possible, because one has to ignore the other target variable, which requires having two different datasets with different ignore attributes

Research direction
Review how OpenML tasks reference datasets and how ignored attributes are currently handled. Define the behavior needed for separate tasks targeting different variables in one multi-target dataset, then verify that each task can ignore the other target variables without requiring duplicate datasets.
