Downloading a CSV file sometimes return an error message instead of it

Description
I see that sometimes downloading a CSV file returns a file with contents:
Database connection error. Usually due to high server load. Please wait N seconds and try again.
and a successful (2xx) status code. I think it is fine to return such message, but status code should be some error.

Start by locating the PHP entry point that serves CSV downloads and reproduce the intermittent response containing the database connection error.
