Description

Describe the bug
As a submitting author to a Janeway Repository, I may choose the wrong submission type and need a Repository Manager to help me correct it, because I currently cannot.

As a Janeway Repository Manager, I expect to be able to update any of the fields available to authors during submission.

Janeway Repository Managers do not have the ability to update the submission type and must rely on Superusers or reject and have author resubmit.

To Reproduce
Steps to reproduce the behavior:

  1. On a Janeway Repository supporting multiple submission types, log in as a Repository Manager and open a submission in the Repository Manager.
  2. Nav to "Update metadata".
  3. Note that the Manager does not see the selected submission type, nor have the ability to update

Expected behavior
Submitting authors should be able to update submission types when creating a correct/new version.

Repository Managers should be able to update submission types when updating metadata.
