Research direction
No files or tests are named in the issue. Start by tracing existing user roles, submission assignment, and access controls; confirm which workflow states Desk Editors may access. Done means the new role can access only unassigned submissions and is excluded from review, copyediting, typesetting, pre-publication, and back content.
