Description

Describe the bug
We are Bobby Tableing some styling.
If a title is styled with a HTML tag, it bleeds into the page through the breadcrumb. This seems to only apply to the Article Workflow Manager page, but there may be others (not found... yet?).

(Partially blacked out the title, but you can hopefully still see the bolding in the breadcrumb.)

Research direction

Reproduce the problem at the Article Workflow Manager URL with a title containing an HTML tag, then trace how that title is rendered in the breadcrumb. Confirm the fix by verifying that title markup no longer affects breadcrumb styling, including on the reported workflow page.
