Description
When sending review reminders on re-reviews, the response letter from the author to reviewers which is included in the original re-review request, is not avaliable on the reviewer interface.
User Story:
- As a reviewer, when I receive a reminder, I want all the necessary files right there, I do not want to go hunting.
- As an editor, when sending review reminders, I want to be able to use the same text whether it is for first reviews or re-reviews, so I dont want to have to explain that re-reviewers need to go and find the author response and confuse reviwers when this is the first review and there is no author response.

Research direction
Start by tracing how review reminders are generated for re-reviews and how the reviewer interface displays the request. Compare the original re-review request with the reminder, using the context from issues #3964 and Freshdesk 11318. Done means the author's response letter is available to reviewers in re-review reminders without changing the text used for first reviews.
