Description
Describe the bug
In the Article Image Manager, there are two "Upload Image" sections/buttons that appear to be duplicates. If these serve different purposes, each should be clearly labeled and specific to its function to avoid confusion.
To Reproduce
Steps to reproduce the behavior:
Go to the Manager section.
Under Articles & Issues, click on Article Images Manager.
From the list of article titles, click on the Edit Image button.
You will see two "Upload Image" sections/buttons that appear to be duplicated.
Expected behavior
There should be only one "Upload Image" section unless they serve different purposes. If both are required, each should have a distinct and descriptive label indicating its specific use.

Research direction
Reproduce the issue through Manager > Articles & Issues > Article Images Manager, then open an article with Edit Image and inspect the two "Upload Image" sections shown there. Determine whether they serve different purposes from the interface context; done means only one section remains or both have distinct, descriptive labels that match their functions.
