Description
Is your feature request related to a problem? Please describe.
Currently, when uploading additional files during review rounds in the review stage (not via the document management), there is no option to set labels for these files. By default, a label “Review file” is set. We would like to be able to set labels in order to differentiate between different being reviewed.
Describe the solution you'd like
Option to assign labels when uploading additional files under “Add files”
Perhaps also the option to provide pre-defined labels for users to choose from.
Additional context
Notes from dev
- As an editor/author/reviewer, when presented with the option to upload a file that supports labels, I should be able to enter a label into a field text

Research direction
Start by tracing the review-stage “Add files” upload flow and its existing “Review file” label behavior. Add a label field for files that support labels, with optional predefined choices if the project supports them, and verify that editors, authors, and reviewers can assign labels during upload.
