Allow manuscript updates after submission

I recently asked an author to provide a new version of their paper with a small change (addition of page and line numbers), while we were still requesting reviewers. The author could not update the manuscript in the original submission, and ended up doing a new submission (before asking me). I had to replace the original file, and archive the newer submission.

One idea to help with that is to provide a way for authors to correct mistakes (i.e., replace files) themselves. This would probably be fine before reviewers have accepted and downloaded the manuscript or other files, but could be a problem if the update happened after that, such that the reviewers were looking at a different paper than the latest version. This feature would be intended for really minor/mechanical issues, and it would not be expected to impact the evaluation, but it would be possible.

Perhaps a notification, to reviewers and editors, if an update happened after the point in time of the first review acceptance, would help.
