Some journal editors would like to be added to all article-related communications through outgoing emails in the system.

Describe the solution you'd like
As a journal manager, I can configure a default CC email address that will be added to all emails. The default address is presented on the email form under the CC field and can be removed when desired.

Additional context
The journal requesting this feature operates under an open peer-review workflow, so there wouldn't be any concerns on betrayal of anonymity in their peer-review process. It might be important to warn users enabling this feature that it might be incompatible with flows such as triple-anonymous review
