When sending out a review the instructions to reviewers can be quite long pushing the agree/decline buttons below the fold.
Describe the solution you'd like
Make these buttons always appear above the fold by either:
- Placing them above the instructions or
- Placing them in a right-sided column alongside the instructions

- Open a pull request that references the issue number.
Research direction
Start by locating the review screen that displays the reviewer instructions and Accept/Decline buttons. Check the existing page layout and responsive behavior, then choose one of the two proposed placements. Done means both buttons remain visible above the fold even when the instructions are long.
