Description

Is your feature request related to a problem? Please describe.
As a Janeway Repository Manager, I require authors to either a) provide a supplementary file link to their supporting data, or b) provide an explanation of the lack of shared supporting data. Right now, submitting authors are able to add or remove supplementary file links at any point after submission, completely without Manager approval.

Describe the solution you'd like
After a preprint has been submitted and accepted, submitting authors should only be able to update links to supplementary files as a part of the update workflow. Updating supplementary files should be possible within the Correction or New Version updates.
