Description

Is your feature request related to a problem? Please describe.
As a Janeway admin, I expect to be able to specify whether a new preprints repository should be HTTP or HTTPS during the initial setup, and to be able to later update this setting along with other settings.

Describe the solution you'd like
Add to the Janeway Repository Wizard a toggle box which corresponds to the "is secure" setting in Django Admin

Research direction

Start with the Janeway Repository Wizard and compare its setup fields with the Django Admin “is secure” setting for preprint repositories. Add a toggle that sets the HTTP/HTTPS choice during creation and permits later updates alongside the other repository settings, then verify both paths.
