Description
Describe the bug
Since 1.4.3-RC-4 (https://github.com/BirkbeckCTP/janeway/pull/2955), repositories are now able to select from active licenses, however they are unable to edit the active licenses.

To Reproduce
Steps to reproduce the behavior:
- Log in as a Janeway administrator/superuser
- Go to Repository Manager
- Click on "Licenses"
- See that it is not possible to edit data
- Go to Press Manager
- Try to find the license management page
- Unable to find ??
Expected behavior
Repository admins should have a way to view the active licenses and add, edit, or remove, as needed. For example, a link to the Press license management page.
There should also be a license management page in the Press Manager section.
