Description

Is your feature request related to a problem? Please describe.
As a Janeway admin, I want to prevent users from creating public spam profiles.

User profiles are no-index until the user has either a certain role (e.g. editor) or a live publication linked to their account.

Describe alternatives you've considered
User profiles always set to always be no-index

Research direction

Start by locating the user profile page and its current indexing metadata, then trace how user roles and live publications are represented. The change is done when profiles without an eligible role or linked live publication are no-index, while qualifying profiles remain indexable; add or update tests for both cases.
