Description
Furthermore, we might need to create an issue to fix the toolchain (not necessarily in this PR) because the word document numbers the annexes as ordinary clauses, e.g., "13 ISO mdoc Credential Format".

Research direction
The issue reports that annexes in the generated Word document are numbered as ordinary clauses, but it names no files, tests, or entry points. Start by locating the DOCX generation toolchain and reproducing the output; done means annexes use the intended annex numbering rather than clause numbers.
