[S2S]: Name for 'Verification' Phase

Description
Currently the phase where the Issuer authenticates the User is called Verification. This issue is tracking finalizing the name.
Other suggestions include:
- Enrollment (Primary alternative)
- User Authentication
The phase covers: Initially setting up the Wallet Signing Key with the issuer, providing Verification Data confirming who the controller of the Wallet Signing Key and managing the process. It ends when the Issuer decides to provision Credentials, or fails the process.
