Description
Currently we only support Wallet -> Issuer encryption, but not Issuer -> Wallet.
We should add a general mechanism for supporting this.

Research direction
Start by tracing the existing Wallet-to-Issuer encryption flow through the Verification phase. Determine the requirements for supporting the reverse Issuer-to-Wallet direction and agree on the general mechanism with maintainers.
