Description

Is there any use case for using a `mandatory` set to `false` (or absent)? I.e. is including a _claims description object_ for a given claim path with `mandatory` set to `false` (or absent) the same as not including that _claims description object_?

Research direction

Start with the claims description object and the mandatory question in PR #276, including the linked discussion. Determine whether the specification needs a clarified rule or change for mandatory set to false or omitted; done means the semantics are resolved and documented in the relevant specification text.
