Switch references to 1.1 editor's draft documents

Description
We are currently pointing to 1.0 final versions which do not contain all features that we are referencing in the working version of 1.1 (e.g., HPKE). We should figure out how to deal with that. Proposal in WG discussion was to publish 1.1 editor's draft versions on openid.net and start pointing to them.
We are pointing to OpenID4VP 1.0, so these links will currently be broken. I guess that is fine and we don't have to change the link 1.1 editor's draft, but will create broken references for the time being.

Research direction
Review the proposal in the WG discussion and the reference noted from PR #362, especially the OpenID4VP 1.0 links and features such as HPKE. Confirm which 1.1 editor's draft documents should be published on openid.net and which references need updating; done means the agreed links resolve to the intended drafts.
