Description
HAIP currently says:
Each Credential MUST have its own unique, unpredictable status list index, even when multiple Credentials reference the same status list URI
But unique status list URIs are a privacy issue, so I think that 'even when' needs a little massaging.

Research direction
Start with the quoted requirement in the issue and read the surrounding HAIP text about status_uri and status list indexes. Check how shared status list URIs interact with unlinkability, then revise the requirement so its privacy intent is unambiguous. Done means the wording no longer implies that unique status list URIs are required and the requirement remains precise.
