[Feature] Have the highlight effect be triggered while hovering over a player in the leaderboard.

It would be nice to preview of the territory without having to click on it and wait for the displacement.

The territory-highlight (normaly activated by territory-hovering) could be activated while hovering over the name in the leaderboard.

**Describe alternatives you've considered**
This could happend for all places where clicking activates the "zoom" effect.

If #4310 adds a delay to the territory-highlight for territory-hover, I think **the delay should be skipped for name-hover**, which actually makes this feature even more useful.
