**Is your feature request related to a problem? Please describe.**
In V32 new graphics, the highlight-on-hover is extremely useful identifying which territory is which.
However, there has been complaints about it, one of the being that quickly moving the mouse over many territory make them blink in a disturbing way (I do not know how to explain that in english very well).

**Describe the solution you'd like**
In [his recent video covering the V32 update](https://www.youtube.com/watch?v=w4zpoQ1hSOE), Vari proposed having a 0.5-second delay before highlighting takes effect, making it an easy-to-trigger tool rather than an always-triggering annoyance.
I propose the appearance the be gradual, but both ideas would solve the issue.

**Describe alternatives you've considered**
Some also ask for it to trigger only via a keybind but honestly this seems cumbersome to use and not as inclusive and helpful as current implementation.

**Additional context**
Anyone can tackle this issue. If not, I'll later request to be assigned to it.
