feature: string starts and ends with functions

I find myself always adding little string helper functions.
I think startsWith and endsWith will be added for cpp20.

does it make sense to add something like this to the core?

The issue names no file, test, or entry point. Start by locating the core string utility or API area and checking existing naming and test conventions; done means the project exposes the requested starts-with and ends-with helpers and the relevant checks pass.
