Description
- Instead of directly including CEL grammar, we can split it out and import the definitions
- Update tests with new token ordering

Research direction
Review the previous WIP in pull request #104, then locate where the CEL grammar is directly included and where token-ordering tests live. Separate the grammar definitions for import and update the tests to match the new token ordering; done means the grammar imports cleanly and the tests pass.
