Description
If a PR author has no CLA, add a label to the pull request. When the CLA is signed, and the check passes, remove the label. There won't be a "has cla" label, just a "needs cla" label.

Research direction
Start by locating the Python webhook handler that processes CLA status and existing pull-request label operations. Check how CLA failures and successful checks are represented, then verify that missing CLAs add the "needs cla" label and that a passing signed CLA removes it; add or run the relevant tests if the repository provides them.
