Description
On libraries, it would be useful to have a setting to scope public read to the organisation. The desired behaviour when this hypothetical "organisation public read" setting toggled on would be:
- any user with studio access to a course within the same organisation as the library can view the library
- users without studio access to any course in the same organisation cannot view the library
