Description

As a Platform Administrator, I need to be able to configure a Competency Rule Profile scoped to an Organization, Course, or Taxonomy. (e.g. "All associations for this [Org/Course/Taxonomy] should by default have the threshold of 75% or higher to demonstrate mastery".)
