Currently, the scopes endpoint uses specific querysets to query for courses and library scopes.
This is not easily extensible for future scopes.
Come up with a way to make this extensible while minimizing performance impact.
This will be required to enable full extensibility on the openedx-authz module.

Research direction
Start with the scopes endpoint and its current querysets for course and library scopes, then review the related discussion in pull request 257. Define an extensibility approach that supports future scopes while minimizing performance impact; done means the approach is documented clearly enough to enable full openedx-authz extensibility.
