Description
Is your feature request related to a problem? Please describe.
The case occurred to me when connected to airplane wifi which allowed only messaging. The phone detected it was connected to the internet and tried to call home. While the app was spinning I could not access a course that was downloaded.
This was with an Android Device.
App version 1.0.0 from a custom APK.
Describe the solution you'd like
I'd like the app to prioritize access to downloaded content when I'm connected to a slow or potentially unusable connection.
This ticket is related to a cross platform issue described in this ticket in the iOS repo

Research direction
Start by reviewing the Android app's handling of connectivity checks and access to downloaded courses, then compare the related iOS issue linked in the report. Reproduce the airplane-WiFi scenario with a downloaded course; done means downloaded content opens without being blocked by a network spinner on a slow or unusable connection.
