Description
User Story
As a course team member, I want to make sure the enablement and drafting of highlights emails lives in one intuitive place in studio, so that its intuitive and that I have enabled highlights for my course if I decided to draft them.
Background
Currently, I draft highlights emails on the course outline page, section info sidebar, but even if I have them written, they aren't enabled until I click on the Enable Highlights button at the top of the Course Outline page in studio. Depending on user feedback, it may make sense to combine these two steps in one place so that its clear to the user who has drafted highlights for their course that nothing will go out until those highlights have been enabled.
