Description
After exporting a course, if you edit and republish the course and return to the tools > export page, the phases of export will still be marked green from the prior export. If you download the course it will be the prior export. In order to export the latest, you need to click the "Export course content" button again.
I believe this UX is confusing and that the page certainly should not behave this way when navigating to it from the menu.
A more fundamental UX rethink may be in order, but I think some simple things would improve this page substantially.

Research direction
Start at the export page reached through Tools > Export and reproduce the flow: export a course, edit and republish it, then return to the page. The issue is done when the page does not present the prior export as current and downloading after navigation uses the latest published course, without requiring an extra export action.
