Found by the OpenCraft team in PR Add top-level parent logic to Upstream/Dowstream links [FC-0097] : A block that has never been published can still be copied to clipboard
Proposed Changes
For blocks that have never been published, "Copy to clipboard" should be greyed out on the overflow menu.
