Description
This will need more design definition to be implemented and is a UX/UI todo for now.
The page-level Info button for structural block authoring pages previously had a slightly thicker border when the page-level info sidebar was opened. This helped make it clear that the page-level sidebar was open.
It seems like this improvement was reverted at some point, but the original design was also too subtle. It should be more clear that the page-level info button is active when a page-level info sidebar is open.

Research direction
No file or test is named. Begin by defining the desired visual treatment for the page-level Info button when its sidebar is open, then inspect the current page-level sidebar behavior in the authoring UI. Done means the active state is clearly distinguishable and the design is specific enough to implement.
