Description
Current Behavior
To add transcripts to videos, users must first save the video upon creation and then re-open and edit the video to add transcripts. This workaround breaks previous workflows for adding transcripts to YouTube videos as described here.
Desired Behavior
Users should be able to import transcripts from YouTube. This should be fixed when the current workaround is addressed in Allow adding video transcripts upon creation #2080, but creating this issue to check that the behavior is back to as expected following #2080.

Research direction
Start with Allow adding video transcripts upon creation #2080 and the linked workflow discussion in issue #1352. After #2080 is addressed, verify that a YouTube video's transcript can be imported during creation without saving and reopening it; the expected behavior is restoration of the previous transcript workflow.
