Description
In the content libraries reuse workflow, before choosing which content to add to a course, users first select a content library.

- Redesigned content library choice modal [designs coming soon]
- Sort options for libraries
- Default sort by most recently modified library (could also use a heuristic that accounts for rolling library use frequency eventually, but out of scope for this ticket)
