Description
When my instance has many taxonomies enabled, and when I add tags from one of the taxonomies toward the top of the list, it's not immediately intuitive that I have to scroll all the way to the bottom of the drawer to click "save".
This enhancement needs to be applied to the tag drawer in both courses and libraries.

Research direction
Start by locating the tag drawer implementations used in both courses and libraries, then reproduce the issue with many taxonomies enabled and a taxonomy near the top of the list. Done means the save action is intuitive and accessible without requiring users to scroll through the entire drawer in either context.
