fup from opendevstack/ods-mro-jenkins-shared-library#86

Describe the solution you'd like

  1. Add Dockerfile / is / bc / dc / and service to rm quickstarter
  2. Dockerfile should provide simple http server (with indexing of a given directory (e.g. /docs)) and basic auth (based on generated credentials, from the DC)
