Research direction

Start with layer.md and review the linked containerd/containerd#1723 issue for the behavior and proposed interpretation. Determine whether the OCI image specification should require parent directories in a layer tar when a file is modified. Done means the requirement and its scope are clearly resolved in layer.md.

Description

Layers may need to define parent directories or the directories will get default permissions. We may need to bolster https://github.com/opencontainers/image-spec/blob/master/layer.md to reflect this detail. Effectively, it should require that if a file has been modified, the tar should include chain of parent directories.

Please see details in https://github.com/containerd/containerd/issues/1723.
