Research direction

Start by reading RFC 0027, linked from this issue as openclaw/rfcs#35, and map its tenant-isolation, authorization, workload-identity, sandboxing, secret-brokering, deployment, and audit boundaries. Decompose the RFC into focused follow-up issues and pull requests; done means the implementation work is separately scoped while preserving those boundaries.
