Research direction
Start with the tracking issue #835 and review related symptom bugs #710 and #720 to understand the pairing, restart, and recovery paths. No files, tests, or entry points are named, so map the local and remote gateway flows before defining the implementation. Done means pairing succeeds and recovers reliably for both local and remote gateways.
