[Windows Desktop 26.915.4065.0] Project-level New task control missing from sidebar

Environment

• Codex Desktop AppX package: 26.915.4065.0
• Platform: Windows 11 x64

Issue

The project-level New task (+) control no longer appears when hovering a project in the Codex sidebar. It is also absent from the project's right-click menu. The global New chat control remains visible.

The control was present earlier and was used to create a task, then disappeared without a manual app update. The behavior affects multiple projects, including pinned and unpinned projects. Existing tasks remain visible and usable.

Steps to reproduce

1. Open Codex Desktop 26.915.4065.0 on Windows.
2. Expand the Codex sidebar.
3. Hover a project row.
4. Observe that no project-level New task (+) button appears.
5. Right-click the project.
6. Observe that the menu has project-management actions but no New task action.
7. Repeat with another project, including pinned and unpinned projects.

Expected behavior

Hovering a project should expose the project-level New task control so a task can be started directly in that project, or the context menu should offer an equivalent action.

Actual behavior

No project-level New task control appears for any tested project, and the context menu provides no equivalent. Existing project tasks remain visible and usable.
